Pennsylvania turned out to be one of the most fascinating states in the entire series.
On paper, the Pennsylvania Interscholastic Athletic Association (PIAA) runs a clean six-class playoff system, ranging from 1A through 6A, with every classification crowning its own state champion each season. But once you dig deeper, Pennsylvania football is far more complicated than the bracket suggests.
Unlike states such as New Jersey, where public and private schools are separated in the postseason, Pennsylvania places public schools, charters, and private powers in the same playoff structure. That has created one of the biggest debates in the state over the past decade, especially in the upper classifications where private schools have dominated.
Nowhere is that more obvious than 6A, where from 2022 through 2025 every state title was won by a private power — primarily St. Joseph's Preparatory School and La Salle College High School. The only public school to break through in this five-year window was Mount Lebanon High School in 2021.
That reality makes ranking Pennsylvania especially difficult.
How much should we weigh a single 6A title versus multiple championships in smaller classifications?
How much should sustained WPIAL dominance matter?
How much should hardware outweigh class size?
After a deep dive and a great discussion with @PA_TodaySports, here is the Top 5 Public HSFB Programs in Pennsylvania from 2021–2025.
🥇 1. Aliquippa Junior/Senior High School
The gold standard in Pennsylvania public football

There really is no debate here.
Aliquippa’s résumé is the strongest combination of hardware, class weight, and sustained dominance in the entire state.
The Quips reached three straight PIAA state title games in 4A, winning two of them, but what makes that run even more impressive is the context behind it. Based strictly on enrollment, Aliquippa would normally slot into 2A, yet the program has been forced to move up because of its sustained historical success under the PIAA competition formula. When you consider that they are consistently winning and reaching title games two classifications above where their enrollment would place them, the résumé becomes even more remarkable than it first appears.
Beyond the titles, Aliquippa’s brand matters. This is one of the most respected and feared public-school programs not just in Pennsylvania, but nationally.
Verdict:
Pennsylvania’s premier public football dynasty of the last five years.
🥈 2. Southern Columbia Area School District
The small-school machine

This was the hardest debate in the entire article.
The biggest question was simple:
Do two 3A titles outweigh four 2A titles?
In the end, the answer is no.
Four state championships in five years is simply too overwhelming to ignore, even with class weighting.
Yes, Southern Columbia has long carried the reputation in PA circles of being “basically a private school” because of how dominant the program has been, but for this series the résumé has to speak first.
And the résumé is absurd.
Four rings in five seasons.
That earns No. 2.
Verdict:
The most dominant small-school public program in Pennsylvania.
🥉 3. Belle Vernon Area High School
Back-to-back titles in one of the state’s toughest regions

Belle Vernon’s case is incredibly strong.
The Leopards won back-to-back WPIAL titles and back-to-back PIAA state championships in 3A, which in Pennsylvania carries major weight.
The WPIAL is widely viewed as one of the toughest football regions in the state, so winning there and then finishing the job at the state level in consecutive seasons is huge.
There is absolutely an argument for Belle Vernon at No. 2.
But Southern Columbia’s four-title résumé barely keeps BV at No. 3.
Verdict:
A powerhouse two-year peak
4️⃣ Pine-Richland High School
The large-class consistency play

2024 5A WPIAL Champion
This is where class weighting really begins to matter.
Pine-Richland’s 2022 5A state championship remains one of the most valuable accomplishments on this list because it came in one of Pennsylvania’s highest classifications.
What keeps them firmly in the Top 5 is the consistency of the program across the entire five-year stretch. Even outside of the state-title season, the Rams remained a constant factor deep into the postseason and continued to compete at a high level in one of the toughest large-school regions in the state.
The 2024 regional championship, paired with multiple other deep playoff runs during the window, reinforces that this was not a one-year flash, but one of Pennsylvania’s most stable upper-class public programs.
Verdict:
One of Pennsylvania’s most consistently competitive large-class public programs over the last five years.
5️⃣ Mount Lebanon High School
The most valuable single title in the state

2021 6A State Champion
This may be the most fascinating résumé on the list.
Mount Lebanon has only one championship appearance in this window.
But it is arguably the most valuable single public-school title in Pennsylvania.
Why?
Because it remains the only public-school 6A state championship from 2021–2025.
From 2022 onward, the classification was controlled by private powers like St. Joseph's Preparatory School and La Salle College High School.
That makes Lebo’s title historic.
At the same time, the lack of sustained success over the following four seasons keeps them at No. 5 rather than higher.
Verdict:
The most significant single-season public title in Pennsylvania.

This one should definitely spark some debate — and honestly, that’s what makes Pennsylvania football so great.
