Public Schools Top 25 | National Series — Part 48/50West Virginia high school football has gone through one of the more notable structural changes of any state over the past five years.From 2021 through 2023, the state operated under a three-class system: AAA, AA, and A, with 16 teams qualifying for the postseason in each class based on the WVSSAC rating formula. Beginning in 2024, the state expanded to a four-class structure: AAAA, AAA, AA, and A, adding a new top classification while keeping the same 16-team playoff format.Even with the classification shift, one thing never changed:Martinsburg remained the standard.The Bulldogs defined West Virginia football over this stretch, but behind them, the debate was extremely tight. Once the champions were fully rebuilt and verified, the battle for the No. 2 spot came down to two AA powers that each won two state titles.In the end, Frankfort gets the nod for back-to-back undefeated championship seasons and the stronger finish to the era.Here are the Top 5 Public High School Football Programs in West Virginia from 2021–2025.🥇 1. MartinsburgAccomplishments2021 AAA State Champion2023 AAA State Champion2024 AAAA State Champion2025 AAAA State Runner-upThis one is as clear as any state we’ve done.Martinsburg won three state championships in the largest classification over the five-year stretch, then returned to the state title game again in 2025.When West Virginia moved to the new four-class structure in 2024, Martinsburg immediately captured the first AAAA championship, proving that even with the alignment changes, they were still the team everyone had to go through.This was a true dynasty run at the top of the state.🥈 2. FrankfortAccomplishments2024 AA State Champion (14-0)2025 AA State Champion (14-0)This was the toughest ranking decision in the state.Frankfort and Fairmont Senior both finished with two state championships in the same classification, so the tiebreaker had to go deeper.Frankfort’s case is built on pure dominance.The Falcons closed the five-year stretch with back-to-back undefeated seasons, going 14-0 in both 2024 and 2025, and winning consecutive AA state titles.That type of finish matters.When two programs have equal hardware, peak dominance and total body of work become the tiebreakers, and Frankfort’s back-to-back unbeaten title seasons were enough to move them into the two spot.🥉 3. Fairmont SeniorAccomplishments2021 AA State Champion2023 AA State ChampionFairmont Senior absolutely had a case for No. 2.Two state championships in AA over the five-year window is a tremendous résumé, and for much of this era, the Polar Bears were the benchmark in the classification.Ultimately, the reason they land at No. 3 is simple:Frankfort’s finish to the era was stronger.Still, this is one of the best five-year runs in the state.4️⃣ HuntingtonAccomplishments2021 AAA State Runner-up2022 AAA State Championmultiple undefeated regular seasons ending in semifinal losses to MartinsburgThis spot came down to classification strength.Williamstown had more total title-game appearances, but Huntington’s success came in the largest classification in the state.That carries significant weight.Beyond the 2022 AAA championship and 2021 runner-up finish, Huntington also had multiple undefeated seasons that ended only because they ran into Martinsburg in the semifinals.When the only team stopping you from more title appearances is the No. 1 dynasty in the state, that strengthens the case.5️⃣ WilliamstownAccomplishments2021 Class A Runner-up2022 Class A State Champion2023 Class A State ChampionWilliamstown’s résumé is outstanding.Two titles and another runner-up in a five-year window is difficult to ignore, and on pure hardware alone they had a case to be higher.The reason they land here is strictly due to classification weighting, which has been a major factor throughout this entire 50-state series.Still, this was one of the most successful small-school programs in West Virginia during this era.Just outside the Top 5Herbert Hoover — 2022 AA State Champion, 2024 AAA Runner-upBridgeport — 2024 AAA State ChampionPrinceton — 2023 AAA Runner-up, 2025 AAA State ChampionThis state had more depth than it gets credit for.Final Ranking — West Virginia (2021–2025)MartinsburgFrankfortFairmont SeniorHuntingtonWilliamstownWest Virginia’s classification changes created a new era in 2024, but through all the structural shifts, Martinsburg remained the dynasty, while Frankfort surged late with one of the strongest finishes in the country.That wraps up Part 48/50 in the series.Only Wisconsin and Wyoming remain. 🏈🔥
